I have 3 accounts: Administrator, Listi and Farrel, Listi & Farrel have Users group. For example I want to disable shut down ability from Listi account.
OK, just follow these steps:

1. Open your Control Panel (By click Start -> Control Panel).
   
2. Click Administrative Tools icon in Control Panel window.
   
3. Click Local Security Policy in Administrative Tools window.
   
4. After Local Security Policy window has opened,
   
   click User Rights Assignment that located under Local Policies threeview value.
5. And then find Policy which called Shut down the system.
   
6. After Shut down the system Properties has opened, you can see the list of user or group user. The users that available in the list are user or groups that have shut down ability. To manage the list, click Add User or Group button.
   
7. After Select Users or Groups window has opened, click Advanced… button.
   
8. Click Find now button on Select Users or Groups window and then find your desire account name. In this case, I choose Farrel account name and then click OK button.
   
9. You will bring back to previous window, just click OK button.
   
10. You can see Farrel on the list now; next step is remove User Group from list, just click User group name and click Remove button.
    
11. So at this point Listi account name doesn’t available on the list.
12. Restart your computer and login as Listi and you cannot find the Shut Down button at there.

2. If you doing it right so you will see a Remote Shutdown dialog window.

3. So, begin from adding a computer name that will turned it off with click Add button and then just type computer name on Add Computers window and if you’ve finished just click OK button.

4. Select your action at What do you want these computers to do combo box (Shutdown, Restart or Log off those computers), you may also set the warning time for user to prepare, set it with adjust value at Display warning for textbox (make sure Warn user of the action has checked).

5. Don’t forget to choose your reason what the reason to shut down those computers, with select from Select the option that best describes, why you want to shutdown the computers combo box and also type your own comment at comment textbox.

6. After you click the OK button so the other users will see the System Shutdown window and they also can look the time and comment that you’ve set.

7. The users may cancel the shut down command with type at Run textbox with shutdown -a (also can type it at Command Prompt console).

note :
(a) You can explore the shutdown option with just type shutdown at Command prompt console (for example : You also make the other computers shut down with command : shutdown -r -m \\computername -c "Want apply new driver, sorry...."
(b) Make sure you have an Administrator access to your client computers.
